The Maputo Protocol, ratified by Nigeria in 2004, offers a comprehensive, African-led legal framework that protects and promotes women’s rights across political, social, and economic spheres. Yet, two decades on, it remains undomesticated — a significant barrier to enforcing its transformative provisions.


As Nigeria's House of Representatives considers the Special Seats Bill to address the gross underrepresentation of women in governance, the domestication of the Maputo Protocol is not just complementary it is essential. Without the legal weight of this Protocol behind it, the Special Seats Bill risks being a well-intentioned, but ultimately shallow fix.
